Andrew Consulting Engineers provides a wide scope of projects for Wilmington, NC and the Southeast. Our services include the structural design of buildings constructed of reinforced concrete, structural steel, masonry and timber. Our engineers are proficient in the design and analysis of marine type structures including bulkheads, wharves, piers and docking facilities and in the design of reservoirs, tanks and industrial facilities. Our past projects also include civil structures such as highways, bridges and the restoration of historical structures. We have provided project management for projects involving distribution warehouses, industrial facilities, offices and airplane hangars. Neal W. Andrew, a native of Wilmington, N.C., joined forces with his father, John R. Andrew, P.E. to create Andrew Consulting Engineers, P.C. on February 16, 2004. Since inception, the company has completed over 500 projects and has a current staff of eight.
Our current staff includes Zackery Norris, P.E., Gavin Cunningham, E.I.T., Cole England, E.I.T.; Jamison Ruoff, senior structural designer; Kevin Taylor, construction and I.T. administrator; Robert Williams and Mac Richardson, technicians; and Beth Andrew, marketing director.

ANDREW CONSULTING ENGINEERS CELEBRATES 20th ANNIVERSARY IN 2024
Wilmington, N.C. – Andrew Consulting Engineers (ACE), a leading engineering firm in Wilmington, North Carolina, is celebrating its 20th anniversary this year. Founded in 2004, ACE has played a pivotal role in shaping the city's infrastructure and development, from iconic landmarks to critical community projects.

Landmark Projects: ACE has proudly designed and engineered numerous landmarks in southeastern North Carolina, including the USS NC Cofferdam, the CFCC Wilson Center, and Hammocks Beach State Park Pavilions. Other projects include the Oak Island Pier Replacement, Wilmington Water Street Streetscaping, Carolina Beach State Park Marina and numerous structural renovations and repairs around the region.
ANDREW CONSULTING ENGINEERS HIRES FOUR NEW EMPLOYEES TO ACCOMMODATE GROWTH
WILMINGTON, NC – Andrew Consulting Engineers has recently hired four employees to provide engineering services to meet the growing demands of current and new projects. The new employees include Gavin Cunningham, E.I.T. and Cole England, E.I.T. as structural engineers, Mac Richardson as a structural technician and Jamison Ruoff as senior structural designer.
"We are thrilled to welcome Gavin and Cole to our team. Plus, I am delighted to have Jamison Ruoff back on board. Their skills and expertise have already made a positive impact on our company," stated Neal Andrew, president of Andrew Consulting Engineers. “All three are huge assets to our project management.”

Cole England joined Andrew Consulting Engineers in August of 2023. As structural engineer, his responsibilities include the analysis and design of low to mid-rise buildings, marine construction and the structural evaluation and repair of existing buildings and marine structures. England is a graduate of the University of East Tennessee State with a B.S. in Construction Engineering and Technology. England is originally from Marion, NC.
Gavin Cunningham, from Clayton, NC, joined ACE in September of 2023. As a structural engineer, his responsibilities will also include the analysis and design of low to mid-rise buildings, marine construction and the structural evaluation and repair of existing buildings and marine structures. Cunningham is a graduate of the University of North Carolina at Charlotte with a B.S. in Civil Engineering.
Jamison Ruoff, from Edinboro, PA, is not new to Andrew Consulting Engineers. He returned in 2024 to resume his position as senior structural designer - a position he held for nearly 20 years. Prior to rejoining the firm this year, Ruoff worked as a Project Manager at Tongue & Groove, a Wilmington based design-build firm. Ruoff is a 1999 graduate of the University of Notre Dame where he received a B.A. in Liberal Studies & Computer Applications. He also studied architecture at the Virginia Polytechnic Institute and State University.
Graham “Mac” Richardson also recently joined ACE, PC as a structural technician. Mac is a Wilmington native and has his Associate of Applied Science in Architectural Technology from Cape Fear Community College. He has prior construction experience with Crossroads Custom Homes and logistics experience with the Star News. Mac uses Revit, AutoCAD, and Bluebeam to generate digital construction documents on a wide variety of engineering projects.
GOVERNOR COOPER APPOINTS WILMINGTON’S NEAL ANDREW TO NC COASTAL RESOURCES COMMISSION
WILMINGTON, NC – Governor Roy Cooper recently reappointed Neal Andrew, P.E., president of Andrew Consulting Engineers of Wilmington, NC, to serve as a member of the NC Coastal Resources Commission. Andrew previously served on the board from 2013 through 2018 and was appointed for a four-year term in 2019. The commission, or CRC, is responsible for preparing and adopting rules that govern development in the state’s 20 coastal counties. The CRC was created in 1974 when the NC General Assembly adopted the Coastal Area Management Act (CAMA). The commission designates areas of environmental concern, adopts rules and policies for coastal development within those areas, and certifies local land-use plans.
The CRC consists of 13 members appointed by the Governor, the Speaker of the House, and the Senate President Pro Tempore. Eleven of the 13 members must have experience in a particular area of expertise, including land development, coastal engineering, marine science, coastal-related business, local government, coastal agriculture, commercial fishing, coastal forestry, sports fishing, and wildlife.
